<p>A revised local ruling will be implemented, at the suggestion of the OGA Rules Team, starting in March of 2024 for all Charboneau Men’s Golf Club events. Now known as the<strong> “Local Root Rule,” </strong>it will allow players, finding their golf ball in juxtaposition to an exposed tree root, to treat the situation as <em>ground under repair.</em>  This <strong>local rule</strong> can only be applied in the general area of the golf course that is <strong>cut to fairway height or less</strong>.  The ball may be lifted, cleaned, and then dropped within one club length, no closer to the hole, from its originally found position (See <strong>free relief procedure</strong> <strong>under Rule16.1b</strong>).  It will be the player’s responsibility to notify their playing partners of the situation before applying this rule.  Situations involving a ball on a root anywhere else in the general area of the course will be treated as “an unplayable ball.”  Either play the ball as it lies or take relief under <strong>Rule19.2 (<em>one penalty stroke</em>).</strong></p>

<p><strong>CMC Board Meeting March 3, 2026</strong></p>



<p><strong>Present</strong></p>

<p><strong>Conversations Before Committee Reports</strong></p>



<p>We briefly talked about pick and clean rules now that we must post scores.&nbsp; Chris Bensel is said to be coming up with a new set of rules on this subject. We all agreed that it is important to have all members playing by the same set of rules because of posting.&nbsp; Once resolved, one suggestion was to ask Jim Gibbons to explain any rule changes at the upcoming Spring Kick-off Breakfast.</p>



<p>There was also some discussion on the work being performed on hole Red 1.&nbsp; Chris is contemplating making this hole into a par 3.</p>



<p><strong>Committee Reports</strong></p>

<p><strong>Treasurer Report-Mike Williams</strong></p>



<p>We finally received $250 from the January Chili Chowder Feed the middle of February.&nbsp; I provided a revised event summary illustration a $1,972 contribution to the scholarship fund.</p>



<p><strong>Social Committee-Stuber &amp; Roy</strong></p>



<p>The breakfast caterer for the Kick-off breakfast is Kam &amp; Kam.&nbsp; They are new to the Charbonneau list of approved caterers.&nbsp; Our costs for breakfast will be $17.50 per attendee and this includes the tip.&nbsp; This is a reduction from last years breakfast.&nbsp; If we have 80 participants, the same as last year, savings to the club will be $900.&nbsp; The board discussed and also agreed to provide a no-host Bloody Mary bar at the upcoming April 4 breakfast.&nbsp; The only expense to the board will be the labor for providing one or two bar tenders from the Market Café.</p>



<p>Finally, our objective this year, for all catered events, is not to pay more than $1 per participant above last year’s costs, and currently, we have caterers scheduled for all 2026 events.&nbsp;</p>



<p><strong>Tournament Committee-Larson</strong></p>



<p>Battle of the Sexes is scheduled for Thursday August 6<sup>th</sup>.&nbsp; There will be a $20 entry fee per participant. All entry fees will be contributed to the Merit Fund.&nbsp; Chris Bensel has offered to provide food and beverages at no costs to CMC.</p>



<p><strong>Nine Hole-Vaugh</strong></p>



<p>There have been recent discussions about including the Nine Holer’s in the Charbonneau Cup event.&nbsp; However, as of this writing it remains under review.</p>



<p><strong>Discussion Following Committee Reports</strong></p>



<p>Two new Amendments to the club’s bylaws were provided for review by the board.</p>

<p>Jay Robinson made a motion to the board to adopt the proposed bylaw amendments&nbsp; This motion was seconded by Mike Williams.&nbsp; The attending board members then discussed the specifics of the two amendments.&nbsp; After some comments and discussion Bill Stout made a motion to amend both amendments by removing the requirement for member signatures.&nbsp; This was seconded by Mike Brown.&nbsp; The amendments and restated bylaws were then adopted unanimously.</p>

<p><strong>Greg Benesh</strong>:&nbsp; President&nbsp; Greg starts the CMC Board Meeting at 3:01 pm.&nbsp;</p>



<p>Greg continues to compile the elements for the ’26 Season Directory which will be given out at the <strong>April 4<sup>th</sup> Spring Kickoff Meeting &amp; Breakfast</strong>.&nbsp; A Search Committee will be formed with Joe Fieweger and Larry Stuber to identify and recruit new CMC Board members.&nbsp; GB asked if the’25 state tax return had been filed – <strong>Mike Williams (Treasurer) said YES</strong> it had been.</p>



<p><strong>Jim Gibbons</strong>:&nbsp; Jim updates us on the CGC and Course maintenance.&nbsp;&nbsp; Jim may have a Rules Seminar in the Club house – always a fun and informative event<strong>.&nbsp;&nbsp; Jackson</strong> <strong>Bensel</strong> just received his PGA professional license – be sure to congratulate him.&nbsp; He will also be the new Sherwood HS varsity golf Coach this spring.&nbsp; <strong>Kaitlyn</strong> is in the same process to get her PGA license.&nbsp;</p>



<p>The <strong>CGC</strong> has had another great year financially – will likely change very little for the upcoming ’26 season. The CGC Board is searching for new Board members (3 year term); Contact <strong>Bill Bray</strong>, current CGC President with potential candidates.&nbsp; The Grounds crew is currently working on ‘leveling’ certain tee boxes.&nbsp;</p>



<p><strong>Spencer Groshong</strong>:&nbsp; VP&nbsp; Spence reviewed the results of the CMC Survey that he and John Nguyen put together, having 96 CMC members respond.&nbsp; One objective was gauge the CMC Interest in the <strong>’26 INVITATIONAL Tournament for August</strong>. 50 people (members) said ‘yes’ to a one day Event; 50 members said ‘yes’ to a member/member event.&nbsp; SG said there may be just too many golf events on the season schedule this year – like last year – causing apathy.&nbsp; Don Larson added that <strong>Chris Bensel</strong> needs an answer very soon whether the<strong> INVITATIONAL</strong> will be supported with 50 teams minimum (or 100 players) this year.</p>



<p><strong>Don Larson</strong> proposes to the Board a <strong>MOTION</strong>, Mike Brown seconded.&nbsp;&nbsp; <strong>CMC Decides at the Feb Meeting there will NOT be an INVITATIONAL Tournament this</strong> <strong>season (Aug 2026).</strong>&nbsp; After discussion, by voice vote, the <strong>MOTION</strong> was carried (passed).&nbsp; Mike Brown suggested we incorporate a “horse race” event in conjunction with a member/member outing or alone on a Sunday evening.&nbsp; It only briefly ties up a 9 hole course.&nbsp; Greg B states that Don Larson will have to <strong>fill the INVITATIINAL Aug date with a CMC game</strong>.&nbsp; Don L will notify Chris Bensel.</p>



<p><strong>Spence G</strong> added that the <strong>Charbonneau Cup</strong> (based on season long points) should be our premier season event.&nbsp; Greg B brought up some of our CMC members still work and cannot make the morning Wednesday games – is it possible to have either afternoon or early evening tee times for some weekday tournaments?&nbsp; This will be studied.&nbsp;</p>



<p><strong>Greg B</strong> proposed a <strong>MOTION</strong> to the Board.&nbsp; <strong>Lloyd Johnson</strong> seconded. <strong>For official scheduled CMC tournaments, members 85 years-old or older, may elect to use/play from the RED tee markers</strong>.&nbsp; After discussion, by voice vote the <strong>MOTION</strong> was carried (<strong>passed</strong>).</p>



<p><strong>Jay Robinson: &nbsp;</strong>Membership&nbsp; Jay reports that we have 196 paid members at this point with about 60 (unpaid) expected to join . &nbsp;There are 7 ‘first time’ new members so far registered this year.&nbsp; This is consistent with the start of previous years.&nbsp;&nbsp; Greg B will send out another email blast prior to the April Breakfast.&nbsp; Jay R, Tom V, and Bill S point out that over 100 of the current members are signed up to receive game invitations for both 18 hole and 9 hole events.&nbsp;</p>



<p><strong>Bill Stout</strong> – Scoring&nbsp; Bill said the scheduled games for <strong>April scoring will be ‘flighted’</strong> as mentioned last month.&nbsp; Idea is to track winners, and insure ‘fairness’.&nbsp; Bill added he will ‘flight’ the 3 official dates on March as well.&nbsp; He plans to work on a seminar for scoring and understanding the new features of GG.</p>



<p><strong>Tom Vaughn</strong>:&nbsp; Nine Hole Group&nbsp; Tom says the use of GG has increased the 9 hole participation by nearly 100%!&nbsp; Last season was the first time of implementing pairing players and posting scores via GG.&nbsp; Yes, there will be planning for the 9- Hole Group to participate in a simultaneous Charbonneau Cup – end of the year event with prizes.</p>



<p><strong>Mike Williams</strong>: Treasurer &nbsp;Mike says we are flush with cash at this point until the OGA bill arrives next month. The <strong>Chili Chowder</strong> event was able to net nearly $2000 which goes to the Scholarship fund.&nbsp;</p>



<p><strong>Larry Stuber &amp; Michael Roy</strong>:&nbsp; Social &nbsp;Mike and Larry interviewed 10 of the pre-approved caterers for Charbonneau.&nbsp; They also asked others how several of the caterers performed at Charbonneau.&nbsp; They will use <strong>KAM fine foods</strong> (new to us)for the April 4<sup>th</sup> Kickoff Breakfast.&nbsp; Cost likely to be 17.50/person – that is LESS/person than last April.&nbsp; Larry and Mike have committed to caterers for many of the other season events.&nbsp; Market Café will run the bar for all CMC events when needed.</p>



<p><strong>Don Larson</strong>: Tournaments&nbsp; Don explained work he is doing on the “<strong>Battle of the Sexes</strong>” tournament possibly for August 6<sup>th</sup>.&nbsp; <strong>Both the CWGA and the Niners associations</strong> are interested in have CMC participate in this one.&nbsp; Instead of ‘mixed’ foursome (two guys and two women) will have men’s foursomes versus women’s foursomes.&nbsp; There would be a $20/player charge with all proceeds going to the <strong>Merit Awards </strong>(Scholarship fund<strong>). Chris Bensel has agreed to take care of the food and beverages, as well as putting the teams together</strong>.&nbsp; It would be a shotgun start.&nbsp;&nbsp; Their next planning meeting is Feb 13.</p>



<p><strong>Lloyd Johnson</strong>:&nbsp; Website &nbsp;Lloyd has put <strong>all 2026 CMC golf Events</strong> on the CMC website.&nbsp; The beauty of the website is that only the 4 (four) ‘notices’ of the next to be played will be featured on the home page; as they are played, the event disappears and the next tournament will be displayed.&nbsp; Lloyd J said the website is “email based” now and makes scheduling and posting very easy.</p>



<p><strong>Mike Brown:</strong> &nbsp;OGA&nbsp; Mike hasn’t had any recent contact with <strong>OGA</strong>.&nbsp; They are introducing a new program to ‘check our player roster’ to analyze a players handicap over a 6 month period.&nbsp; Will know more later.</p>



<p><strong>Joe Fieweger, Larry Stuber and Michael Roy</strong>:&nbsp;&nbsp; <strong>“Conversations with Kerry</strong>” March 5<sup>th</sup> 11 am to 12:30 in the Clubhouse sponsored by CMC.&nbsp; &nbsp;David Mauk will participate, as will Mike Walters.&nbsp; Will need help from the Board setting up the club house seating, greeting people, help with the raffle ($ going to the Scholarship Fund), floaters at the event, and with clean up.&nbsp; Kerry Eggers’ latest book signing.&nbsp; Opened to all Charbonneau residents.</p>

<p><strong>Guests:</strong>&nbsp; Colleen Larson ( CWGA), &nbsp;Jim Gibbons, Chris Bensel, Tom Taylor, Tim Bonino, Gene Harp, Tim Tyler, John Meyers, Bob Miller and Don Lloyd</p>



<p><strong>Greg Benesh</strong>:&nbsp; President begins the meeting at 2:58 pm and introduces <strong>Colleen Larson from (Charbonneau) CWGA</strong>.&nbsp;&nbsp; Colleen Larson explains she and <strong>Patti Book</strong> are co-chairing the “Battle of the Sexes” golf event planned for mid-August (2026) as a fund raiser.&nbsp; This fun event will involve CMC members paired with CWGA members (no husband and wives teaming together) for a best ball match.&nbsp; Colleen will need two (2) CMC Board members to work with her and Patti on organization.&nbsp; Initial plan is to use the grill at the Pavilion for hot dogs &amp; hamburgers. Cost could be as low as $10 per player.&nbsp; Free will donations will be collected for the Charbonneau Scholarship fund.&nbsp; Jim Gibbons and Chris Bensel added that this event has been lots of fun, with the women winning the last time.</p>



<p><strong>Spencer Groshong</strong>: &nbsp;VP&nbsp;&nbsp; Spence sent out to the Board members the results of the CMC Survey created by him and John Nguyen.&nbsp; There was interesting data and comments from at least 96 respondents.&nbsp; Spence wants to form a committee to analyze the data. Then to discuss the findings and the direction CMC should go at our next meeting – Feb 3.</p>



<p><strong>Mike Williams</strong>: &nbsp;Treasurer&nbsp; Mike released a current Balance Sheet and Income Statement to all Board members prior to this meeting.&nbsp; Data shows the CMC is quite financially healthy.&nbsp;&nbsp; Mike indicated that as of Dec 31, 2025, there were<strong> 187 </strong>CMC members renewing their $100 memberships.&nbsp; After Jan. 1, 2026, the membership registration goes to $120.&nbsp; In 2025, we had 250 paid members.&nbsp; We are expecting a similar total in 2026.</p>



<p><strong>Larry Stuber &amp; Michael Roy</strong>:&nbsp; Social&nbsp;&nbsp; Larry, Michael and Joe F are working to set up a ‘book signing’ Event with local Charbonneau sports writer <strong>Kerry Eggers</strong> in early March.&nbsp; Thinking to call it <strong>“Conversations with Kerry” </strong>and will include David Mauk and Mike Walters (both of Charbonneau) taking questions and relating stories.&nbsp; The CMC will sponsor this event and provide light refreshments.&nbsp; There will also be a request for donations to the employee scholarship fund.&nbsp; More definitive news on this will be at our Feb 3 Board Meeting.</p>



<p>Larry mentioned after reviewing the CMC survey comments, complaints for food ‘quality’ for the last couple of Men’s Night Out events.&nbsp; Larry and Michael want to review the current approved list of event caterers with Brooke H in the office.&nbsp; CMC needs to know all the catering options we have.&nbsp;&nbsp; There was discussion of perhaps using 4-5 non-playing CMC members to use the Pavilion grill for hamburgers and hot dogs.&nbsp; This has been tried in the past with fair results.&nbsp; There could be insurance implications doing it ourselves.&nbsp; It is much easier to use a trusted caterer.&nbsp;</p>



<p>At this time we don’t have a caterer for the April 4<sup>th</sup> ‘Season Tee Off Breakfast’.&nbsp; Expect to line one up by the Feb 3 Board Meeting.</p>



<p><strong>Don Larson</strong>:&nbsp; Tournaments&nbsp;&nbsp; Don sent a 2026 CMC Golf Event Calendar to all Board members ahead of this meeting.&nbsp; There will be only a few minor changes to the Calendar before it is finalized in the CMC Directory for April 4<sup>th</sup>.&nbsp; Don has included the Invitational as a two day Event in early August – this could be subject to change.&nbsp; Don suggested ideas for both Wed &amp; Sat games:&nbsp; Wednesday pairings could include foursomes of ‘A’ players, and other foursomes of ‘B’ players instead of always trying to get ABCD ‘player’ foursomes.&nbsp; New Saturday game can be:&nbsp; adding best gross score of ‘A’ and ‘B’ players to that of best net score of ‘C’ and ‘D’ player – producing one score/hole –team competition.</p>



<p>MOTION introduced by Spence G to <strong>add “Battle of the Sexes”</strong> event to our 2026 August Calendar.&nbsp; Motion seconded by Larry Stuber.&nbsp; <strong>By voice vote the Motion was carried and adopted.</strong></p>



<p><strong>Tom Vaughn: </strong>Nine Hole Group&nbsp;&nbsp; Tom V is finishing the 2026 event Calendar for the CMC Nine Hole Group.&nbsp; He has effectively used GG with the 9 Holers and <strong>bumped up the ‘regular’ players (Wed &amp; Fri) to 37</strong>, as well as, having several participate in Men’s Night Out events.&nbsp; Tom and the Board will decide at the Feb 3 Meeting to include the 9 Hole Group in a separate ‘Charbonneau Cup’ event based upon Points and played at the end of September.&nbsp; Greg Benesh needs a decision on this (Feb) before printing the Directory.</p>



<p><strong>Bill Stout:</strong>&nbsp; Scoring &nbsp;Bill produced an extensive study for the Board of “what if we Flighted the payouts?”&nbsp; Would it make a difference in winners?&nbsp; CMC scheduled golf events now pay out (individual games) on a 70/30 basis:&nbsp; net/gross.&nbsp; Bill’s analysis was a very helpful comparison showing that the ‘A’ players will still earn much of the payouts, and the number of ‘net winners’ may increase for the ‘C’ and ‘D’ players.&nbsp; G Genius is capable of doing this.&nbsp; Greg B suggested that the CMC consider going straight to “Net” payouts only – the good players would still be regular winners.</p>



<p>MOTION by Bill S that <strong>we go to “Flights” for the month of April 2026</strong> golf events to evaluate the payout distribution.&nbsp;&nbsp; Motion seconded by Don L.&nbsp;&nbsp; By voice vote the <strong>Motion was carried and adopted (for April) </strong>This new action will be evaluated at the May Board meeting.</p>



<p><strong>Spencer Groshong (&amp; Tim Bonino):</strong>&nbsp; Employee Scholarship&nbsp; Spence and Tim suggested that the Scholarship candidates not only include Pro shop and Marketplace employees, but also Greens Crew.&nbsp; David Mauk headed the CCC Foundation which gave $500 last year to the Fund.&nbsp; Chili &amp;Chowder Feed raised over $1500 last year.&nbsp; The 3 Associations combined to present between $5000 and $6000.&nbsp; The distribution of Scholarship $ was very appreciated by the recipients!</p>



<p><strong>Bill Stout</strong> – Old Business&nbsp;&nbsp; Bill suggested a MOTION to strike the Minutes from the Dec CMC Board meeting relating to the Tournament Committee’s handling the Charbonneau Cup event, as well as an apology to Gene Harp.&nbsp; Spence G said the CMC has a right to discipline a Board Member.&nbsp; Bill S added that no ‘due process’ was afforded.&nbsp; Bill S and Greg B agreed that a “special” meeting can be arranged quickly with just current Board Members and Gene Harp to ‘do it right’. The meeting has been set for Jan 15, Thursday afternoon.</p>
